Comment: Ideal site for aviation related development. Direct access to airport operations area. Suited for hangars, maintenance, distribution facility. Airport will provide development incentives and financial assistance depending on commitment. This area is prime for economic development. The Airport has been notified of the availability of Federal funds for the development of an access road to Sites #1 and #8. This road will connect Navy Way Road/Highway 315 to the Foreign Trade zone and to Sites #1 and #8 and will open this site for development.

Comment: Area is ideal for administrative/corporate headquarters, light manufacturing, communications center, etc. Easy access to airport facilities and interstate roadway system. Midway between Scranton and Wilkes-Barre. East, South-east area could be linked to Airport taxiway/runway system. Site contains a Holiday Inn Express Hotel and The Tipsy Turtle Pub (Coming Soon). Airport will provide financial incentives and assistance depending on tenant commitment.

Facilities: General Corporate Aviation Ramp area.
Four conventional open span hangars: 10,000 (2) sf; 12,000 sf; 15,000 sf in area. One 6,000 sf office building.

Comment: Direct access to ramp and taxiways. Located adjacent to FBO (Aviation Technologies). Hangars #1/2 available ideal for aviation maintenance facility. Hangar #2 has approximately 3,500 sf office space and 1,300 sf shop area. The facility is within the Airports security area and employee parking is easily accessible. US Customs, Customs Broker, and the FBO are all adjacent to Hangars #1 and 2. GA ramp capable of handling Boeing 727-200 class aircraft. Airport financial incentives and assistance is available depending on potential tenant commitment.

Utilities: All Comment: Prime industrial/commercial site with tremendous potential for development of Aviation/transportation repair, overhaul, manufacturing facility. Site has direct access to two (2) active rail lines and easy access to interstate roadway system. site may also be developed with direct ramp and taxiway access to the Airport making it ideal for aviation or distribution operation. The Northeast Region’s Best site for future development potential.

Corporate-General Aviation, Hangar Space

Heated and unheated hangar space available for all size general aviation and corporate/business aircraft. Hangars are within Airport security areas and are well lighted and maintained. Low rates vary for GA aircraft and Corporate aircraft. Hangars and GA facilities are well maintained and lighted, and are within the Airport security area. The Executive Director will do the following upon receipt of your request for a public record:

  • Make note of when your information request is received
  • Determine the appropriate response under the Right-to-Know law
  • Return a response to your information request within five (5) business days

The Wilkes-Barre/Scranton International Airport may charge for the following fees with regard to a request for a public document:

1. The actual cost of postage.
2. Fees for photocopying, printing from electronic media or microfilm, copying onto electronic media, transmission by fax or other electronic means, and other means of duplication. The Office of Open Records for the Commonwealth of Pennsylvania has the option to establish fees for agencies such as the Airport, and if the Office of Open Records establishes such fees, then the Airport must charge fees based on those established by that Office.
3. The Airport may impose reasonable fees for official certification for copies, if the certification is at the request of the requester and for the purpose of legally verifying the public record.
4. If a record is only maintained electronically or in other non-paper media, duplication fees shall be limited to the lesser of the fees for duplication on paper or the fee for duplication in the original media, unless the requester specifically requests for the record to be duplicated in the more expensive median.
5. Prior to granting a request for access to a public record, the Airport may require the requester to prepay an estimate of the fees authorized under the Law, if the fees required to fulfill the request are expected to exceed $100.00.

Public Notice of PFC Application

Notice Date: January 19, 2018

The Wilkes-Barre/Scranton International Airport intends to file an application with the Federal Aviation Administration (FAA) to implement a Passenger Facility Charge (PFC) for selected projects scheduled for implementation between Federal Fiscal Years 2018 and 2020.

The following projects are included in the application to impose a PFC and use the PFC revenue, i.e. “Impose and Use” projects.  These projects are new projects for which the Airport is seeking approval.

  • * Purchase Snow Removal Equipment
  • * Apron Rehabilitation
  • * Rehabilitation of Landside Roadway
  • * Additional Taxiway B Extension

  • * PFC Program Audit Reimbursement
  • * PFC Administrative Reimbursement

The proposed PFC level of collection is $4.50 per eligible enplaned passenger.  The PFC revenue to be collected and the amount to also be used is $6,249,825.00.  The estimated charge effective date is April 1, 2018, and the estimated charge expiration date is August 31, 2023.  The estimated PFC revenue to be collected during this period is approximately $6,400,000.00.  A copy of the PFC application is available for review at the Airport.  Comments on the proposed PFC Application, including agreement or disagreement with any of the proposed projects, should be addressed to Mr. Gary Borthwick, Assistant Director, Wilkes-Barre/Scranton International Airport, 100 Terminal Drive, Suite 1, Avoca, PA 18641.  All comments must be received no later than thirty (30) days from the date of this notice.

POSTED AUGUST 30, 2018 PUBLIC NOTICE The Counties of Luzerne and Lackawanna, DBA Wilkes-Barre/Scranton International Airport, hereby gives public notice, that for 30 days from the posting of this advertisement, it and the Federal Aviation Administration will receive written public comments, pertaining to the development of Disadvantaged Business Goals for Federal Aviation Administration sponsored projects, at the Wilkes-Barre/Scranton International Airport for fiscal years 2019-2021. The DBE goal for FY 2019 is 5.05%, the DBE goal for FY 2020 is 3.62%, the DBE Goal for FY 2021 is 5.26%, with a three year goal of 4.64%. DISADVANTAGED BUSINESS ENTERPRISE (DBE)
POLICY STATEMENT / OVERALL GOALS
49 CFR PART 26
Objectives / Policy Statement (26.1, 26.23)

The Wilkes-Barre/Scranton International Airport, herein after referred to as “the Airport”, has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. The Airport has received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, the Airport has signed an assurance that it will comply with 49 CFR Part 26.

It is the policy of the Airport to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. Specifically, it is our policy:

1. To ensure nondiscrimination in the award and administration of DOT-assisted contracts;

2. To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;

3. To ensure that the DBE Program is narrowly tailored in accordance with applicable law;

4. To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;

5. To help remove barriers to the participation of DBEs in DOT-assisted contracts; and

6. To assist the development of firms that can compete successfully in the market place outside the DBE Program.

The Airport’s policies prohibit discrimination against any person because of race, color, sex, or national origin, in the award or performance of any contract subject to the requirements of 49 CFR Part 26.

The Airport will require its employees, agents, and contractors to adhere to the provisions of this Program.

This policy statement is disseminated by the Bi-County Airport Board and Airport Staff to organizations of disadvantaged, minority, and women businesses; and to non-minority business and community development organizations in the Counties of Luzerne and Lackawanna, and the Northeastern Pennsylvania Region.

Overall Goals (26.45)

The Airport’s overall goal for the three (3) forthcoming fiscal years (FY 2016 – FY 2018) is 9.23% of the Federal financial assistance we will expend in DOT-assisted contracts.

NOTICE OF AVAILABILITY
FINDING OF NO SIGNIFICANT IMPACT AND ENVIRONMENTAL ASSESSMENT
PROPOSED AVIATION FUEL FARM EXPANSION
WILKES-BARRE/SCRANTON INTERNATIONAL AIRPORT, AVOCA, PA

Pursuant to the National Environmental Policy Act (NEPA), the Federal Aviation Administration (FAA) has issued a Finding of No Significant Impact (FONSI) for the Environmental Assessment (EA) for Aviation Fuel Farm Expansion, at the Wilkes-Barre/Scranton International Airport, located in Avoca, Luzerne County, PA.

The EA was prepared to identify any potential impacts associated with the proposed action. This project modifies the existing facility adding tanks for additional Jet A Fuel Storage, Replacing existing AvGas, Diesel and MoGas storage tanks and cleaning and repainting existing Jet A storage tanks. New MoGas/Diesel fuel dispensing, Reclaim tanks and tank monitoring systems are also being added.

This FONSI indicates the determination by the FAA that the proposed action will not have a significant effect on the human environment.

A copy of the FONSI, and Environmental Assessment, are available for review, during normal business hours, from 9:30 AM to 4:30 PM at the Airport Administration Office, Wilkes-Barre/Scranton International Airport, 100 Terminal Drive, Avoca, PA. These documents will be available for a period of thirty (30) days from the date of this posting.
